Russia’s Federal Migration Service (FMS) will now allow applicants for employment permits to be photographed with their head covered, if required by their religious beliefs, the Dozhd TV channel reported.<>
A decree, signed by FMS chief Konstantin Romondanovsky, stipulates that “persons, whose religious beliefs forbid appearance in public with their head uncovered, are allowed to be photographed in headwear that leaves their face fully open.”
The decree brings photo requirements for migrant workers into compliance with requirements for Russian ID photos.
The Russian Interior Ministry authorized Russian Muslims to wear headscarves in photos for internal passports in 2003.
