Govt to use new mechanism for school fund distribution

The mechanism for the distribution of school operational funds (BOS) will change in 2012, with provincial administrations to be made accountable for supplying funds to schools, National Education Minister Mohammad Nuh says.
“We have agreed that the money should be transferred to regions at a province level and not at a city/regency level,” Nuh said Friday as quoted by kompas.com.
The 2011 distribution mechanism saw funds from the central government being passed down to the city/regency administrations, which would in turn distribute the money to schools.
This system, Nuh said, proved to have many drawbacks. Most evident was the fact that many schools received the funds far beyond the targeted time, which affected their operation.
“The abundant cases of [distribution] delays convinced us that the mechanism needed to change,” he said.
The 2012 distribution mechanism will be the third mechanism [we have tried] in as many years.
In 2010, the BOS funds were distributed by the central government to schools directly. (dar)
